I admire Ralph because he believes it is the job of the government (in this case, the chief) to look after its people. He believes that order and civilisationcivilization are the way. One such example is when the fire was let out while there was a ship passing by, and Ralph summoned an assembly. Throughout the assembly, he explained that they had to "put things straight"." He explained how things were "breaking up" and how they needed to sort themselves out. This proves that he cares about the rules of modern-day society and hygiene. As more and more boys start to move away from civilisationcivilization, Ralph tries to create more order among them. This can relate to today's democratic government. People require rules and the government to restrain their impulses.
