Conclusion
The top leadership of the National Unity Government is six persons: the president and his two deputies, the Chief Executive and his two deputies. However, the president has taken power, and his deputies have virtually no executive power and decision-making power. The role of Vice Presidents is symbolic because they are both non-Pashtun and not in his circle of trust. The rule of national unity has failed to equate the distribution of power. Even the annual budget for the various provinces is discriminatory and not equal.
Ashraf Ghani appoints most Pashtuns as ambassadors and ministers. A spokesman of the Ghani campaign for 2019 presidential election, spoke of a clean-up in the ministries. He used the term "purification" in a television program that caused a backlash. Some also demanded his apology and prosecution, but the government did not respond to his statements. Can Ashraf Ghani's silence over one of his campaign spokesmen's use of racist terms can mean anything other than his belief in racism and ethnicism? During the period of the national unity government, none of those who used bigoted and hateful speech against other racial groups were prosecuted. A few days ago, another member of the Ashraf Ghani campaign for the 2019 presidential election directly said to a Hazara in a TV-debate: “we“We are not brothers. You are Hazara, and I am Afghan, how. How can we be brothers?”
Tensions among leaders have always raged over the division of powers and how the country runs; as at least three members of government, leadership has long been absent from essential decision-making meetings such as the Cabinet, the National Security Council, and the High Economic Council. Disagreements have gradually led to Abdullah Abdullah, General Abdul Rashid Dostum, accusing Ashraf Ghani of monopolizing power and policies of ethnicity policies.
