The boy represents a developing nation, indicated by how malnourished and unhealthy he looks, and the turtle represents the World Trade Organization (WTO). The WTO contributes to this because they are an international body whose purpose is to promote free trade by persuading countries to abolish import tariffs and other barriers. So the WTO promotes the interaction between countries and businesses by taking down barriers that would prevent trade between the two, thus promoting globalization.
