Well, I'd say that the first guy you mentioned is trying to take advantage of you. He can't use a logo from someone else, so if he is creating one, this should be custom designed. Graphic designers usually have "standard logos" for different types of services and just add the customer's name to it.

He could charge something extra if he was supposed to come up with an idea for you. But as you already have an idea of what you want, he only needs to Re-drawre-draw it.

You should ask for pictures or samples of jobs the second guy has previously done, and check if you like them.
